A nice dollop of cement and a few broken bottles will protect the top of a wall nicely. As for fences, there is a flat peace of wood along the top of most. That can be taken off, bang some nails through it and replace it so the nails are pointing upwards. Carpet gripper rod is also good. But still the fences should be strong and the gates should have a good lock on them. Other than that a camara is really the only thing you can do. At least with a camara its set to start recording when someone breaks in you can rig up an alarm to go off in your bedroom at the same time. Then all you need is the bollocks to tackle them harder than they were expecting you to.
