Couldnt they find out who the registered keeper of the vehicle is, and find him that way?

Its beyond me with the amount of dogs for sale or free to good home why anyone would steal dogs its disgusting ,

What i find very strange is that when the police have caught lads poaching in unregistered cars etc that they dont check the dogs. Many of these dogs must be stolen and its a shame cops dont check for microchips. surely this could help break some dog stealing rings!
