Yes it's legal...and if you dig out a general licence you can also "cull" them at any time of year if they are causing agricultural damage. You of course need permission from the landowner where they are causing that damage...and you cant shoot them on the "foreshore" under the general licence.

 

I am not sure of the details but it "should" be clear from the general licence

1st September in Scotland all year round in England.

you need a special licence obtained in advance by landowner/farmer to shoot them out of season in SCOTLAND.ATB.
