I don't know the ins and outs obviously and I can understand your frustration. There might be thjngs going on behind the scenes that you aren't aware of. I used to get good criminal info about that sort of thing. I would go and see somebody in that line of investigation who I could trust. Tell them everything except the source and leave it with them. Sometimes I wouldn't hear anything for months, over a year in a drug importation inquiry, but when the job dropped they would always let me know.

I've seen them on forums where the member's location was displayed on a map. But it was their stated location, not the actual one. If I log onto a retail website and it zeroes in on my position to locate the nearest store it could be anywhere within 200 kilometres. There is no logic to it.

Thing is the authorities have to get the information legally. So they couldn't and wouldn't hack into the system. They couldn't use the information in the way you described in the dog theft scenario.

Of course it can be done. But as you say, there is nothing on here to warrant it. Its not national security issues. From what Charts has posted it all seems a bit Waltish. I would think that if the site owners were alerted to illegal activity they would cooperate as you would expect them to. But on the face of it, the person reporting this could quite easily be making stuff up. Wouldn't be the first time.

Yes, I would expect the RSPCA and ALF type organisations to keep a roving watch, but not the police unless they were acting on information received. And nobody can get to print off pms unless the site owner allows access.
If what you say is right Charts then the agrieved member is likely to be the source of the screen shots of posts and pm's. If the police had accessed this site's database as has been suggssted they would have been able to print if all off.
There will be lots of members who aren't what they seem to be, thousands if you include greb.
