They have no fecking power,yet they are backed to the hilt by the plod,anything the plod enforces in regards to animal welfare is influenced by the RSPCA and its education of the Police in this country.The RSPCA not only set up education workshops amongst police forces all over the British Isles they also actively encourage the pursuit of certain trials and lend their expert witnesses to any prosecution.

I don,t piss on my hands when i urinate and use bog roll to wipe my fritter,ive never been one for washing the hands unless it became needed,skinning a rabbit,dragging a terrier from a fox etc. was sometimes a reason to wash the digits.Ive owned skid marks that put off a few maidens when a quick wash would have got me on the vinegar stroke.Ive always been of the smelly opinion that dirt is a better barrier to germs than cleanliness.
