Ooooooooooooo, slap my thighs , this is a 55km enduro for mountain bikes held in Brechfa Forest, Wales today and the shots are taken about half way through, they'd been climbin for about 90 minutes and then came down into the valley below with an awful long way to go and probably unaware of the clims ahead of them

Twist/turn anti clockwise and pull gently but don't be tempted to just pull it straight off like I did the first time many moons ago as they'll leave part of their jaws behind. -

I don't think that the problem here lies with peoples understanding of the law (unless you happen to be the law that is), probably more so with the random manner in which that law is enforced by the Police and the judicial system in this country. all the best fin and fur aye, they seem to change it as and when to suit themselves and get a couple more "notches" along the way
