i have a big pup here that is always panting, he is thick coated an just cannot cope wae the heat on hottish days he wants to lie in kennel in shade, until it cools down in the evening..... an if that dog is a thick coated dog an obviously large then maybe he is just gonna pant, iv never had large dogs meself until now, but i have been told it is normal
