I agree. Where I live in UK, dog licence is a legal requirement of dog ownership, but it doesn't involve anything more than letting the local council know that you own a dog. Responsibility is often lacking, as well as those who will always think that rules/responsibility don't apply to them......

See, the way I look at it is......very few people have any real business owning dogs like the breeds you mention, yet look at the types you see parading around with them. Feking liability and a danger to the public. Shame on those who pump them out and sell them to any twonk willing to hand over cash.
