You can't really compare the two directly as one is a bolt action and the other is a semi auto.
I've owned a CZ452 silhouette, and they really are brilliantly accurate off the shelf. You may not get the instant second shot that a semi auto can offer, but at least you're 100% sure that the next round will be into the chamber after cycling manually.
Not so 100% of the time with a semi auto using subsonic ammo. Unless you're prepared to spend a bit of money on having parts polished or replaced, the Ruger will probably not cycle subs reliably.
