I don't know if this will help you get a permission but a friend recently got a shoot on a golf course where the groundsman was having trouble with rabbits digging holes in the greens. After one trip there he found out that it was foxes digging for worms, not rabbits, so he now takes the 223 and shoots them. Hardly a rabbit to be seen there. Might be worth dropping in to your local golf course and mentioning it, in case there is nobody controlling foxes there.
