iallways call my dogs to heel and put on lead when i see other people coming towards me but you allways get the profesional dog trainer walking towards you with their leaders round their necks and their dogs running free my dogs are allright and in my experiences its allways border collie dogs they think their so well behaved untill they get near you then they start running round in circles trying to nip my dogs sending mine mad then you get the pro dog trainer shouting sorry mate hes never done that before end up arguing and telling them to put their dogs on the leader wankers
