    This is how it is. Regardless of how long your dogs are shut away or the condition of your dogs this is not the complaint.The complaint is the barking. No matter if your dogs are playing or communicating with each other if the noise goes on continuous at an unsociable hour it is a problem. The council will inform the enviromental health on grounds of noise pollution they will then set up a sound meter in the house of the person whom made the complaint once they have a reading if it is above a certain level you will get one official warning letter after that you will end up in court.
